बेसिक शिक्षकों के जिले के अंदर म्यूचुअल ट्रांसफर के लिए वेबसाइट नहीं खुली। शिक्षक तीन दिन से जूझ रहे हैं लेकिन रजिस्ट्रेशन नहीं कर सके। यह वेबसाइट मंगलवार को शुरू करने के लिए आदेश जारी किए गए थे। शिक्षकों को रजिस्ट्रेशन करने की प्रक्रिया भी समझाई गई थी।
उन्हें वेबसाइट http://intradistricttransfer.upsdc.gov.in/ पर रजिस्ट्रेशन करना था। मंगलवार और बुधवार को शिक्षकों ने कई बार प्रयास किया लेकिन प्रदेश में कहीं भी वेबसाइट नहीं खुली। महानिदेशक स्कूल शिक्षा विजय किरण आनंद का कहना है कि तकनीकी दिक्कत दूर करने का प्रयास किया जा रहा है। गुरुवार तक वेबसाइट खुल जाएगी।

प्रयागराज। प्रदेश के 1.50 लाख से अधिक परिषदीय प्राथमिक एवं उच्च प्राथमिक स्कूलों में कार्यरत शिक्षकों के जिले के अंदर पारस्परिक स्थानान्तरण के लिए ऑनलाइन रजिस्ट्रेशन की वेबसाइट दूसरे दिन भी नहीं खुली। बेसिक शिक्षा परिषद के सचिव ने वेबसाइट http://intradistricttransfer.upsdc.gov.in/ पर ऑनलाइन आवेदन करने के निर्देश दिए हैं। प्रदेश भर के शिक्षक परेशान रहे लेकिन 24 घंटे बाद भी पंजीकरण नहीं करा सके। शिक्षक एक-दूसरे को फोन करके आवेदन के बारे में पूछताछ कर रहे हैं।

प्रयागराज। प्रदेश के 1.50 लाख से अधिक परिषदीय प्राथमिक एवं उच्च प्राथमिक स्कूलों में कार्यरत शिक्षकों के जिले के अंदर पारस्परिक स्थानांतरण के लिए ऑनलाइन रजिस्ट्रेशन की वेबसाइट पहले दिन ही धड़ाम हो गई। वेबसाइट http://intradistricttransfer.upsdc.gov.in/ क्रैश होने के कारण शिक्षक घंटों परेशान रहे, लेकिन तबादले के लिए पंजीकरण नहीं करा सके।
समस्त ARP एवं शिक्षक संकुल कृपया ध्यान दें। प्रारम्भिक बाल्यावस्था, देखभाल और शिक्षा(ECCE) हेतु NISHTHA 4.0 शिक्षक प्रशिक्षण कार्यक्रम का 6 कोर्स दीक्षा पर ऑनलाइन शुरू किया गया है। इसकी अंतिम तिथि 31/05/2023 से विस्तारित करते हुए 30/06/2023 निर्धारित की गई है। यह कोर्स सभी ARP एवं शिक्षक संकुल द्वारा पूर्ण किया जाना अनिवार्य है। अभी तक जिसने भी यह कोर्स पूर्ण न किया हो वह कृपया 30/06/2023 तक कोर्स को अनिवार्य रूप से पूर्ण करना सुनिश्चित करें।

*(1)* जनपद में नियमित सेवावधि *शिक्षिका के लिए 02 वर्ष एवं शिक्षक के लिए 05 वर्ष* होना अनिवार्य होगा। *सेवावधि की गणना कार्यरत जनपद के दिनांक से* की जायेगी।
*(2)* माननीय न्यायालय के आदेश के अनुपालन की बाध्यता के क्रम में *केवल शिक्षिका जिनके द्वारा शादी के पूर्व तथा केवल असाध्य एवं गम्भीर रोग से पीड़ित शिक्षक/शिक्षिका* (स्वयं अथवा पति-पत्नी एवं अविवाहित पुत्र पुत्री) जिनके द्वारा पूर्व में स्थानान्तरण का लाभ लिया गया है, ही *दूसरी बार स्थानान्तरण के लिये अर्ह* होंगे।
*( 3 )* माननीय उच्च न्यायालय में योजित विशेष अपील संख्या-419 डी0/2021 अजय कुमार बनाम उ0प्र0 राज्य व अन्य में पारित आदेश दिनांक 05.07.2021 के अनुपालन की बाध्यता के दृष्टिगत शिक्षक/शिक्षिका को *अन्तर्जनपदीय स्थानान्तरण के लिए एक से अधिक बार आवेदन करने के लिए नहीं रोका जायेगा, परन्तु केवल आवेदन स्थानान्तरण का अधिकार नहीं* माना जायेगा।
*(4)* जनपद में स्वीकृत पद के सापेक्ष दिनांक *30 अप्रैल, 2023 तक कार्यरत अध्यापकों की संख्या के 10 प्रतिशत की अधिकतम सीमा तक अन्तर्जनपदीय स्थानान्तरण किये जायेंगे।* किसी जनपद से स्थानान्तरित होकर जाने तथा आने वाले शिक्षिक एवं शिक्षिका की अधिकतम सीमा 10 प्रतिशत होगी।

*(5)* *पारस्परिक (Mutual) स्थानान्तरण में दोनों शिक्षक/शिक्षिका की आपसी सहमति होना अनिवार्य* होगा। अन्तर्जनपदीय एवं पारस्परिक (Mutual) स्थानान्तरण की प्रक्रिया समानान्तर रूप से चलेगी परन्तु *पारस्परिक एवं अन्तर्जनपदीय स्थानान्तरण दोनो का लाभ प्राप्त करने वाले शिक्षक/शिक्षिका को पारस्परिक स्थानान्तरण का लाभ अनुमन्य* किया जायेगा।
*(6)* अन्तर्जनपदीय स्थानान्तरण *ग्रामीण सेवा संवर्ग से ग्रामीण सेवा संवर्ग एवं नगर सेवा संवर्ग से नगर सेवा संवर्ग* में किये जायेंगे।
*(7)* अन्तर्जनपदीय स्थानान्तरण प्रक्रिया में शिक्षक/शिक्षिका द्वारा *अधिकतम 07 जनपदों का विकल्प दिया जा सकता* है परन्तु अन्तर्जनपदीय स्थानान्तरण का लाभ प्राप्त करने के लिए *कम से कम 01 जनपद का विकल्प दिया जाना अनिवार्य* होगा। विकल्प नहीं दिये जाने की स्थिति में ऑनलाइन आवेदन स्वतः निरस्त माना जायेगा।
*(8)* चिकित्सा, स्वास्थ्य एवं परिवार कल्याण विभाग चिकित्सा अनुभाग-6 शासनादेश संख्या- 365/2016/3124/पांच-6-2016-19जी / 16 दिनांक 27 दिसम्बर, 2016 के परिशिष्ट “च” में वर्णित रोग से शिक्षक/शिक्षिका (स्वयं अथवा पति-पत्नी एवं अविवाहित पुत्र पुत्री ) के ग्रसित होने पर ही लाभ देय होगा।
*(9)* असाध्य एवं गम्भीर रोग में अखिल भारतीय आयुर्विज्ञान संस्थान, संजय गांधी आयुर्विज्ञान संस्थान लखनऊ / एस0जी0पी0जी0आई0 सैफई, किंग जार्ज मेडिकल कालेज एवं समान सरकारी घोषित चिकित्सा विश्विद्यालय / संस्थान और पी0जी0एच0एस0 निजी चिकित्सालय जो राष्ट्रीय प्रत्यायन बोर्ड (National Accreditation Board for Hospitals ) द्वारा मान्य होने, से उपचार चल रहा हो अथवा उपचार कराया गया हो, द्वारा निर्गत चिकित्सा प्रमाण पत्र जो चिकित्सालय के चिकित्साधिकारी द्वारा हस्ताक्षरित तथा चिकित्सालय के चिकित्साधीक्षक द्वारा प्रति हस्ताक्षरित एवं कार्यरत जनपद के मुख्य चिकित्साधिकारी द्वारा प्रति हस्ताक्षरित होने पर ही यह लाभ देय होगा।
*(10)* अध्यापक/अध्यापिकाओं द्वारा उपलब्ध कराये गये अभिलेखों के सत्यापन में *अभिलेख फर्जी / कूटरचित पाये जाने पर सम्बन्धित अध्यापक के विरूद्ध नियमानुसार विधिक कार्यवाही* की जायेगी।
*(11)* आनलाइन *आवेदन पत्रों का सत्यापन जनपद स्तर पर समिति द्वारा* किया जायेगा। समिति के सदस्य सचिव, जिला बेसिक शिक्षा अधिकारी होगा। *असाध्य एवं गम्भीर रोगियों के सम्बन्ध में जनपद स्तर पर मुख्य चिकित्साधिकारी के सत्यापनोपरान्त जिला बेसिक शिक्षा अधिकारी द्वारा आनलाइन आवेदन पत्र सत्यापित* किया जायेगा।

*(13)* अध्यापक/अध्यापिका के *अंक समान होने पर नियुक्ति तिथि में वरिष्ठतम् तथा नियुक्ति तिथि में समानता होने पर अधिक आयु वाले शिक्षक/शिक्षिका को अन्तर्जनपदीय स्थानान्तरण का लाभ* दिया जायेगा।
*(14)* अन्तर्जनपदीय एवं पारस्परिक स्थानान्तरण प्रक्रिया में स्थानान्तरित शिक्षक/शिक्षिका को *आवंटित जनपद में विद्यालय आवंटन की कार्यवाही बेसिक शिक्षा अनुभाग-5 के शासनादेश सं0-रिट-981/ अरसठ-5-2022-657/2021 दिनांक 20 अगस्त, 2022 में निहित प्राविधान के अनुसार* की जाएगी।
*(15)* शैक्षिक सत्र 2023-24 के लिए अन्तर्जनपदीय एवं पारस्परिक स्थानान्तरण की *समस्त प्रक्रिया शासनादेश के क्रम में राष्ट्रीय सूचना विज्ञान केन्द्र लखनऊ से विचार विमर्श के उपरान्त समय सारिणी के अनुसार ऑनलाइन* किया जायेगा। ऑफलाइन आवेदन पत्र पर किसी भी दशा में विचार नहीं किया जायेगा।
*(16)* अन्तर्जनपदीय एवं पारस्परिक स्थानान्तरण के लिए निर्गत शासनादेश के अनुसार उ0प्र0 बेसिक शिक्षा परिषद द्वारा अन्तर्जनपदीय एवं पारस्परिक स्थानान्तरण के तकनीकी चरण एवं प्रक्रिया का निर्धारण किया जायेगा तथा शासनादेश के क्रम में अग्रतर कार्यवाही की जायेगी।
*( 17 )* अन्तर्जनपदीय स्थानान्तरण हेतु समय-सारिणी सचिव, बेसिक शिक्षा परिषद द्वारा अपने स्तर से पृथक से निर्गत की जायेगी।
*(18)* अन्तर्जनपदीय एवं पारस्परिक स्थानान्तरण के उपरान्त शिक्षक/शिक्षिका को कार्यमुक्त करने तथा कार्यभार ग्रहण करने की कार्यवाही मध्य शैक्षिक सत्र में नहीं की जायेगी। *शिक्षक/शिक्षिका को कार्यमुक्त करने तथा कार्यभार ग्रहण करने की कार्यवाही अवकाश के दौरान* ही की जायेगी।
*(19)* बेसिक शिक्षा परिषद के अधीन संचालित विद्यालयों में कार्यरत शिक्षक/शिक्षिका के अन्तर्जनपदीय एवं पारस्परिक स्थानान्तरण के सम्बन्ध में *पूर्व में निर्गत समस्त शासनादेश अवक्रमित* माने व समझे जायेंगे।
Interdistrict Transfer Update session 2023-24
(1) In the district, it will be mandatory for a regular teacher to have a service period of *02 years and for a headmaster/teacher to have a service period of 05 years*. The calculation of the service period will be based on the date of joining in the district.
(2) In compliance with the honorable court’s order, *only those teachers who have taken transfer due to marriage or due to incurable and serious illness (self, spouse, or unmarried son/daughter)* and have already availed transfer once will be eligible for *subsequent transfers*.
(3) In accordance with the order dated 05.07.2021 of Special Appeal No. 419 D/2021 Ajay Kumar vs. UP State and others, it will not be prohibited for teachers to apply for transfer more than once. However, only the right to apply for transfer will be granted, and the transfer itself will not be considered as a right.
(4) Interdistrict transfers will be allowed for a maximum of 10% of the number of working teachers as per approved positions in the district until *April 30, 2023*. The maximum limit for incoming and outgoing teachers will be 10% of the sanctioned positions.
(5) *Mutual consent between both teachers will be mandatory* in the case of mutual transfers. The process of interdistrict and mutual transfers will run parallel, but *teachers who have benefited from both mutual and interdistrict transfers will be presumed to have availed mutual transfer benefits*.
(6) Interdistrict transfers will be conducted *from rural service category to rural service category and from urban service category to urban service category*.
(7) In the interdistrict transfer process, a teacher can *choose a maximum of 07 districts* as options, but it will be mandatory to provide *at least one district as an option* to be eligible for interdistrict transfer. In the absence of options, the online application will be automatically canceled.
(8) The benefit will be granted only to teachers (self, spouse, or unmarried son/daughter) who are affected by the diseases mentioned in Annex “C” of the Department of Medical, Health, and Family Welfare, Medical Section-6, Government Order No. 365/2016/3124/Panch-6-2016-19G, dated December 27, 2016.
9.issued by All India Institute of Medical Sciences (AIIMS), Sanjay Gandhi Postgraduate Institute of Medical Sciences, Lucknow/ESIC PGIMSR Safdarjung Hospital, King George’s Medical College, and similar government-declared medical universities/institutions and PGHs (Private General Hospitals) accredited by the National Accreditation Board for Hospitals will be considered valid only if it is signed by the medical officers of the hospital, countersigned by the medical superintendent of the hospital, and countersigned by the Chief Medical Officer of the respective district where the treatment is being conducted or received.
(10) In the verification of records submitted by teachers, if any forged or manipulated documents are found, legal action as per the rules will be taken against the concerned teacher.
(11) The verification of online application forms will be done at the district level by a committee. The committee will consist of the Secretary, District Basic Education Officer. In relation to incurable and serious diseases, after verification by the Chief Medical Officer of the district following the verification by the District Basic Education Officer, the online application form will be validated.

(13) In case of equal marks, priority will be given to the teacher with seniority for the date of appointment. If there is equality in the date of appointment, the teacher with higher age will be given the benefit of inter-district transfer.
(14) In the process of inter-district and mutual transfers, the allocation of schools in the allotted district will be done as per the provisions laid down in the Government Order No. -Rit-981/Arasath-5-2022-657/2021 dated August 20, 2022, by the Basic Education Department-5.
(15) The entire process of inter-district and mutual transfers for the academic session 2023-24 will be carried out online as per the sequence in the Government Order after consultation with the National Informatics Center, Lucknow. No consideration will be given to offline application forms.
(16) The technical phases and procedures of inter-district and mutual transfers will be determined by the Basic Education Board in accordance with the government order, and further actions will be taken accordingly.
(17) The schedule for inter-district transfers will be separately issued by the Secretary, Basic Education Board.
(18) After inter-district and mutual transfers, teachers will not be relieved from duty or assume new responsibilities during the middle academic session. The process of relieving teachers and assuming new responsibilities will be carried out during the vacation period.
(19) In schools under the jurisdiction of the Basic Education Board, all previous government orders related to inter-district and mutual transfers will be considered applicable and understood.
